Commodities and products affected by EUDR

What are they and what is their impact on deforestation?

The EU Deforestation-free Regulation was designed based on an extensive literature review about the impact of EU-related production and consumption of agricultural and forestry commodities on global deforestation and forest degradation. EU-caused deforestation and forest degradation accounts for 10% of global deforestation overall.

Relevant commodities” and “relevant products”

An efficiency analysis was conducted on a paper from 2020 that examined the deforestation risk connected to 163 commodities in 135 countries in the tropics, over the years from 2005 to 2017. The examination led to the targeting of a list of seven commodities and some of the products derived from them. They are referred to in the official EUDR text as “relevant commodities” and “relevant products”.

The relevant commodities are oil palm, soya, wood, cocoa, coffee, cattle and rubber. The table below shows them together with the percentage of their impact on EU-caused deforestation and forest degradation.

The relevant products are the goods that are fed with or produced from the raw materials concerned. Some examples of possible combinations of relevant commodities and products are cocoa beans and chocolate, cattle and leather, palm oil and glycerol, or wood and paper. As not all derived products are covered by the regulation, it is important to check the tariff classification of the products to determine whether they fall under the EUDR. The full list can be found in Annex I of EUDR.

Exception for 100% recycled materials!

An important clarification relates to goods made entirely from material that has completed its life cycle. The regulation does not apply to goods that are made entirely from materials that would have been disposed of as waste and are therefore 100% recycled. If the goods instead consist of 80% repurposed waste and 20% raw materials, they are subject to the due diligence obligation for the 20% raw materials, but the manufacturer should also prove with formal documents, e.g. certifications or similar, that the remaining 80% consists of repurposed waste.
