Which products are affected by the EUTR?

The following list of products covered by the EUTR is taken from the official EU annex.

Affected products

  • 4401 Firewood in logs, billets, twigs, brushwood or similar forms; wood in chips or particles; sawdust, wood waste and scrap, whether or not agglomerated in pellets, briquettes, logs or similar forms
  • 4403 Wood in the rough, whether or not stripped of bark or sapwood or roughly trimmed on two or four sides
  • 4406 Railway or tramway sleepers (cross sleepers) made of wood
  • 4407 Wood sawn or chipped lengthwise, sliced or peeled, whether or not planed, sanded or end-jointed, of a thickness exceeding 6 mm
  • 4408 Sheets of veneer (including sheets obtained by slicing plywood), sheets of plywood or other similar laminated wood and other wood, sawn lengthwise, sliced or peeled, whether or not planed, sanded, edge-jointed or end-jointed, of a thickness not exceeding 6 mm
  • 4409 Wood (including strips and friezes for parquet flooring, not assembled), profiled (tongued, grooved, tongued, rebated, chamfered, moulded, rounded or the like) along one or more edges, ends or faces, whether or not planed, sanded or end-jointed
  • 4410 Particle board, oriented strand board (OSB) and similar boards (e.g. waferboard) of wood or other ligneous materials, whether or not agglomerated with resins or other organic binders
  • 4411 Fiberboard of wood or other ligneous materials, whether or not bonded with resins or other organic substances
  • 4412 Plywood, veneered panels and similar laminated wood
  • 4413 Compacted wood, in blocks, slabs, strips or profiles
  • 4414 Wooden frame for paintings, photographs, mirrors or similar objects
  • 4415 Packing cases, boxes, crates, drums and similar packings, of wood; cable reels of wood; pallets, box pallets and other load boards, of wood; pallet collars of wood. Note that exceptions apply to packaging material used exclusively as packaging material to support, protect or carry another product placed on the market.
  • 4416 Barrels, casks, vats, tubs and other coopers’ ware and parts thereof, of wood, including staves.
  • 4418 Joinery and carpentry work of wood, including wood panels, composite floor panels, shingles and shakes.
  • (47 & 48) Pulp and paper, with the exception of bamboo-based products and products made from recycled material. This includes, but is not limited to: Paper and cardboard; envelopes; postcards; stationery boxes; copy paper; wall paper; cigarette paper; toilet paper; tissues; cleaning cloths; towels; napkins; diapers for babies; tampons; bed sheets, sanitary and hospital articles, clothing and clothing accessories made of paper; Registers, account books, notebooks, order books, receipt books; letter and notebooks; diaries; albums; book covers; paper and cardboard labels; trays, bowls, cups and the like made of paper and cardboard; egg cartons.
